Free Trade vs. Economic Development? JMTI Article Considers WTO Restrictions on State Incentives

Constitutional restrictions are not the only limitations on state economic development incentives: In his most recent "Shop Talk" column in the Journal of Multistate Taxation and Incentives, DDH member Matthew Boch and coauthor Victor Ban considered the application of World Trade Organization free trade rules that potentially limit state and local economic development incentives.
