Arkansas Tax Reform Task Force Takes on Sales, Use and Excise Taxes

The Tax Reform Task Force heard from its tax consultant PFM Group on sales tax and excise tax policy during its meetings on November 7 and 8, 2017. The sales tax advice generally followed conventional wisdom on best practices: Broaden the base, avoid taxing business inputs, and scrutinize the justifications for sales tax exemptions on consumption items. The excise tax discussion was a systematic review of the various existing and potential excise taxes. In hearing PFM’s presentations and considering the taxes, legislators were eager to identify revenue sources that could pay for income tax cuts.

Arkansas Legislators Begin to Focus on Tax Reform

With summer coming to an end, two legislative committees met today on Arkansas tax reform. The Committee on Economic and Tax Policy met in the morning to hear testimony on tax policy, and particularly the Texarkana income tax exemption. COST Recognizes Arkansas as "Most Improved" in Fariness of Tax Administration

The Council on State Taxation (COST) has declared Arkansas the "most improved" state in its triennial survey of the fairness of states' tax administration systems. The state's grade jumped to B+ from 2013's C-, which had listed Arkansas as one of the worst states.  Read More

Tax Foundation / ACRE Tax Reform Study Released

The Tax Foundation and the Arkansas Center for Research in Economics (ACRE) today released their official report, "Arkansas: The Road Map to Tax Reform." These two organizations have collaborated over the past several months, interviewing numerous stakeholders in business and government throughout the state. Their preliminary analysis and conclusions had been highlighted in a legislative hearing back in September (prior post). Today featured a press release and a legislative hearing before the Economic and Tax Policy Committee. Read More
